MIAMI -- A man was arrested Tuesday night after airport security screeners found a silencer in the man's luggage, according to a spokesman for the Bureau of Alcohol, Tobacco and Firearms.

Investigators said that Armando Menaois was scheduled to leave on an American Airlines flight to New York City en route to the Philippines.

They said that before Menaois boarded the flight, his checked luggage was randomly selected for screening. During X-ray inspection, the silencer was reportedly discovered in one of his suitcases.

Menaois told law enforcement officials that he bought the silencer in Finland and was taking it with him back to the Philippines.

Menaois is charged with possession of a unregistered firearm.

It seems odd they charged him with possesion of a FIREARM as one was not mentioned in the article as being found in the luggage, but I would not want to get hit with a Class III violation
those get expensive mighty quick:eek:

Man Held Without Bail Over Silencer

A Filipino cruise ship mechanic was ordered held without bail Monday on charges he had a silencer in his luggage while trying to catch a flight home.

Armando C. Menaois, a deck mechanic on the Majesty of the Seas, told agents that he bought the silencer in Finland to use on an air rifle for hunting at home, U.S. Alcohol, Tobacco and Firearms agent Gary Teeslink testified Monday.

Menaois was arrested Wednesday at Miami International Airport before boarding a connecting flight to New York. He told agents that he asked the Finnish seller whether he needed a permit to buy or own the silencer, and was told no.

Oh my, that should really be up to our Finnish members to elaborate on, but I will give it a go nonetheless ...

I believe civilian ownership of full-auto firearms requires a special collectors licence in Finland. As in Norway. Unlike in Norway however, I believe modern full-auto guns are OK. (Here, the most common full-autos are WWII era guns, like the Stengun.)

Btw, silencers do not require permits in Norway either. Only that you legally own the gun the silencer is intended for (up until 2 yrs ago they were sold freely over the counter).
