You need to be a member of an affiliated organization. The Garand Collectors association counts.
You need to have shot at least one qualifying match.
You need to send in your cash and paperwork.
The shooting requirement is waived for current or discharged military and LEO I believe. If discharged a copy of your DD214 is required.(I think those are the discharge papers).
