THE GUN KINGPIN PENALTY ACT

"The new crime would apply to anyone who smuggles five or more guns across state lines in a one-year period to sell them. Those who have federal licenses, such as dealers and collectors, are exempt. It is already a federal crime to sell guns across state lines without a license, but the penalties for this type of trafficking are very mild."

What the heck is so hard about catching people who buy guns and re-sell them to criminals? They had to have proper i.d. to buy the gun regardless of what state they were in. All the LEO's have to do is trace the gun and bust the gun runner.

What the heck is so hard about catching people who buy guns and re-sell them to criminals? I'm not a LEO, but I imagine the buying is done FROM criminals (burglars, thieves) just as the selling is. No unbroken chain to follow.

Private sellers and buyers don't have to mess with paperwork intrastate either.

The bill that I linked to is , I assume, a dead bill and can stay that way for all I care.

But the issue of people buying guns retail and re-selling them to others for criminal purposes is one that concerns me. Does anyone have info as to what percent of guns recovered from criminals were bought that way?
