CA Assembly Bill 1563 needs support to get out of the CA Assembly's Public Safety Committee.

CA AB1563 will reform CA's "may issue" CCW issuance system to a "shall issue" CCW issuance system and has provisions to issuing permits to non-residents of CA.

AB1563 is scheduled for discussion on Tuesday 0900 hrs 04-29-14 (CA State Capitol, Room 126).

Wow that would be fantastic. State wide. The counties/cities can still reject permits though right?

No. That's current law, but the bill explicitly states
(e) A license issued pursuant to this section is valid throughout
the state except upon a premise where possession or carrying a
firearm is prohibited by state or federal law.
Issuing would go from local agencies to CA-DOJ; no more sheriffs or police chiefs.
 
I am wondering if this law, were it even to pass, would make reciprocity in other states a little better.

Initially, no. Because it does not have any provisions for reciprocity, even though it has provisions for issuing permits to residents of other States.

But, if it becomes law, it would be the first step in CA honoring or having reciprocity with other States.
 
I wouldn't get my hopes up on reciprocity. If this were to pass it would pass begrudgingly in response to recent court decisions. Kinda like what happened in IL. I can't see California politicians going out of their way to make concealed carry easier by doing something like reciprocating with other states. Especially since forcing out of staters to get CA permits would be a potential revenue stream.

Too bad, don't give up though! What's that old saying about rain drops on a rock eventually whittle down the rock? :)
 
During the hearing...
About 30 people spoke in favor of the legislation and 3 people spoke against the legislation.
Of the 3 that spoke against it, two are staffers from an anti-gun activist group and one is a LEO (Police Chief for the Emeryville PD).
Anti-gun activist cited the Zimmerman/Martin shooting and Reeves/Oulson shooting as reasons not to pass it.

About 30 people spoke in favor of the legislation and 3 people spoke against the legislation.
Of the 3 that spoke against it, two are staffers from an anti-gun activist group and one is a LEO (Police Chief for the Emeryville PD).
Anti-gun activist cited the Zimmerman/Martin shooting and Reeves/Oulson shooting as reasons not to pass it.
And the thousands dead every year, many being children are just statistics and don't matter to them. Guns save lives but all they want is control, so they ignore it until the strip us of every Liberty we have.
