With a good set of electronic muffs you can raise the volume so that you can hear conversations while wearing your plugs and muffs. I have a set of Peltor 7s I really like.

What you're not taking into account is that decibels (dB) are measured on a logarithmic scale, not linear. So a 10 dB difference is huge difference in noise reduction. So a 12-15 dB is definitely not nonsense and it's a huge difference in protection of your hearing.
