I didn't see the carbine on the CA DOJ website.

Can anyone confirm that I am correct in thinking I can buy one here in California?

The M1 Carbine is perfectly legal to own in California. The only problem there might be is if they come with 15 round magazines. If that is the case then I would just ask them to not ship the magazine.
 
Read on the CMP forum today that they don't have magazines. I think they may be working on trying to find some.
