Ruger offset scope rings defective?

I ordered a set of Ruger medium offset rings for a #1 rifle direct from Ruger, this is for a 1" diameter scope tube.

I messed around with these for a while trying to figure out why I could not secure the scope. Turns out the inside diameter of the rings when full tightened is 1.025"

Anyone know if Ruger rings are supposed to be used with shims or are these two duds?

Sound like duds to me. Rings that are supposed to be shimmed should come supplied with shims.
I'd call Ruger.

My Ruger 1" rings fit my 1" scope just fine, and that's even after minor lapping.

I agree. Call Ruger. They may have sent you 30 mm rings by mistake.

I did try a 30mm scope, not even close.

One ring is I.D. 1.025 the other is I.D. 1.040

I'm going to return them, hopefully they won't make me eat the original shipping charge.

1.026" is an old European standard, 26mm. Might have come out of the wrong bin. Send them back.
