If you are a dealer transferring an action with no barrel attached and no caliber listed on the box, action, or receipt, how would you enter the caliber in your bound book or on the 4473 form? The AFT field offices so far have been closed or "make a notation for future reference" (called the West coast offices, 5 of them, only one person in and that is the answer I got as well as "never heard of that before"
)

Just a guess...
I'd have to say that whatever the most common caliber for a particular receiver is would be what is written on the form. If it's an AR-15 receiver, then .223/5.56 would suffice (even though there's also 6.5, 6.8, .50, .50 BMG, .308, etc.). I'm not an expert on the subject, though...

I always listed N/A and under firearm type I added "action only" beneath bolt, pump, etc. I think it unwise to list a caliber that is incorrect, as in guessing at one where it does not yet exist.

I agree with thatguy. Just put NA and explain that it is an action only. Another good tip. If there is something even a little bit out of the ordinary on your records, attach a note explaining what you did. It can be hard to remember why you did something a year later during an inspection.

I sort of did that. I wrote ".308*" for the caliber. That is the caliber the guy said he was going use for the action. I noted his intention using a note on the next line as well as pointing out the action did not have a caliber.
On an aside, it sort of shows why ballistic testing of new firearms are BS, this is just one way to get around it.

there HAS to be some provision for this... just think about Thompson-Center... the Contender and Encore models come in an "action only" AND multi-caliber packages...
and, in Michigan, where handgun registration is in place, they HAVE to leace the caliber spot blank on the registration, because these are not a fixed-caliber gun! |

According to local ATF office (after much head scratching on their part":

BTW...He was helpful and did not sound arogant or anything. Of the 20 something times I have called them over the last two years only twice have I thought the person on the other end was a jerk.

What happens during an audit and what can I do to make sure it goes as smooth as possible?

List it as "RCVR", receiver only along with action type, semi auto, bolt, etc..
You can list the caliber as "all" or "N/A" for not applicable. |
