About ten years ago I was an OTR truck driver. While parked at a truck stop in California (can't remember which town), I discovered there was a public library just a few blocks from the truck stop. I didn't have a laptop, and it had been several months since I checked my e-mail. So, I set out for the library on foot, and while walking through a residential neighborhood, I immediately noticed a sign that read something like "This is a gun-free neighborhood" with a picture of a pistol with a red line through it.
I had never seen such a sign before, and began to wonder what it really meant, and how such a thing could be enforced. Did it mean that none of the houses I walked past harbored absolutely no firearms? Or did it mean that no one was allowed to bring guns into the neighborhood?
Was this some sort of state or local law? A neighborhood covenant? Just some sort of feel-good political statement? What?
Unless gun ownership is banned by law, how can a "gun-free neighborhood" policy even be enforced?
