Went to the Allan's site... All the #15s are 4" pistolas...
Looking for a 2.5" snub... not a 'lite' model and with an external hammer.
Still looking for S&W used... been traveling for holidays so my search has slowed alittle...
Appreciate all of the input and help... Have been noticing alot of Xmas 'deals' from retailers for NIB.

For a new pistol, the Armscor 206 is about the only one I can think of for under $300 and meets all 3 criteria
I'd take the Rossi 461 any day, personally. Rossi revolvers are decent with good triggers...didn't say GREAT, just good triggers. They tend to be a little heavy, but smooth. Of course, it's a .357 magnum, but that's a good thing. It'll still shoot .38s.
The Rossis I've owned have been quite accurate, too. They can be had at academy for under 300 bucks.

Sorry to be so late in responding but I hadn't been back to visit the thread until now. The guns Bud's sold were reimported from the Victoria Police Department in Australia. They apparently kept track of the guns in their inventory with little barcode stickers like the one in the photo. I have seen other pix posted of the VPD guns and they all had the little QR codes.Elkins - What is the symbol or logo on the shorter Smith?
