A friend is considering a Performance Center Victory, with optic, as a very accurate small game pistol (assuming of course that he can actually find one to buy). Anyone have experience with these I could pass on?

Ditto. I did one excellent upgrade: Tandemkross Victory trigger and left the rest stock. It shoots better than my Ruger MKIV Hunter.
I have a standard SW victory. It's very accurate. I use the sights. Im not keen on optics on a hand gun.
I have the plain version, and it's a good shooter.
Trigger is pretty good, sights are good and it shoots where you point it.

I have one. I would not say it's better than my older Hi Standard, but it is very good.

A friend bought one that was jamming straight out of the box. Turns out that is a very common flaw with them.... their ejectors don't kick brass far enough to clear the action, so the empty cases get hung up in the action or ejection port.

If that happens to you, it's an easy fix... take the top half off the frame, then bend the ejector slightly inward towards the bolt path with a pair of pliers. You want to move it about a millimeter, and you want to do it gently because it's a thin piece of sheet metal. Take a multi-tool and an 1/8" hex wrench with you the first time you go out and shoot it, if your pistol acts up you can fix it on the spot.

Once that got corrected, the Victory turned into a really accurate shooter that ran bulk pack ammo no problem.

I don't care for the Ruger's factory trigger and don't care for the Victory's grip. I can fix the Ruger trigger but can do nothing to fix the Victory grip therefore I own the Ruger and am quite pleased with it.

MK vs Victory...I have been in MkIIs for a long time, and liked them so well, when the MKIV came out, I bought one, then another, and then several uppers. I think the Victory had issues initially, but that didn't influence me on the choice. The stability and consistent performance in the MK series over the years carried the day for me.

I would get a std Victory and later start to modify it to my taste in grips, trigger's action and sights.
