I want to try to get open carry legal in this state, as of now the law forbids us from openly displaying our firearms. I would like to change that, I need enough of us Arkie's to mail their local reps for the idea. I know they tried this a few months ago and it failed, but this time, lets see some huge numbers mailing them about this subject.

I signed a petition on opencarry.org a few months back. Just FYI. I do wonder about the resistance in Little Rock about open carry.
 
I happen to work with the fella that founded this organization and he's a top notch person and combat veteran to boot. Last I talked to him, he'll be leaving the Army and heading back Arkansas way in a few months...
 
Hello all, My name is Tim Huett. I am the Chairman and Co-founder of Arkansas Carry, the website and organization listed above. As the OP said, a few months back there was an attempt to make OC legal in Arkansas. Arkansas Carry worked extensively with Rep. Mark Martin to get this legislation pushed through. He drafted several bills and sent them directly to us for review and changes before he submitted the final bill. Unfortunately the bill was defeated. We assumed it would. However, all is not lost. If you look up the bill (HB2184) on the General Assembly website you will see that the bill was referred to a study committee. This means that the bill is not dead. It is being studied. This means we need to keep on talking to our legislators about this bill. The Staff at Arkansas Carry received A LOT of e-mails from Legislators who are on board with this bill. So hopefully next session we will be able to get this passed through. Gov. Beebe has already said that he will pass the bill, we just need to get it passed in the Legislator. So there is hope!

Arkansas Carry is also working on other laws to be changed in Arkansas. Everything from the price of a CHL, to training, to veterans and a whole bunch of other stuff. If you would like to know more or help us out please visit www.arkansascarry.com

I have open carried a handgun in Arkansas without a license.....but only when in outdoor activities like hiking (for snakes)...fishing (snakes)...target shooting..hunting.and going to and from such activities..so my handgun was not being carried with intent to employ it as a weapon against a person and it was very clear I was taking part in such activities.

You may carry a handgun as a weapon with intent to use it against a person however you please when hunting or on a journey....you may openly or conceal it. I have only open carried when hunting...never when on a journey without a license. I always concealed. Technically yes it is legal to walk into Waffle House on the side of the highway with one on a belt...but I've never seen anyone do it. Good luck....I live in Tennessee where it is legal to carry however I please with a permit. I also travel to states where it is legal to carry openly without a permit.

Below is the basic law in Arkansas as it stands now on what is against the law to do with a weapon......it is what you INTEND to do with the weapon when carrying it...now if you are out in the woods and hiking..or going to a pond...yes a police officer is going to believe you are carrying a handgun for snakes to keep from being bitten...now if it is Sat night and you are cruising the streets of Little Rock with no purpose and no license/permit...no luggage in your car...thus not on a journey....no hunting equipment...then you are carrying a weapon and violating the law and subject to being charged. Arkansas laws are very gray if you get down to the nitty gritty....and they were written to be gray for a reason and that is another thread for another time.

1) A person commits the offense of carrying a weapon if he possesses a handgun, knife, or club on or about his person, in a vehicle occupied by him, or otherwise readily available for use with a purpose to employ it as a weapon against a person.
 
I thought I just read something about knives, too. There used to be a 3 3/4 (or 3.5) inch blade limit for folding knives. Apparently that's been dropped, but replaced with some language regarding it being carried as a weapon. So go ahead, carry a 4" blade but it had better be for whittling or work.
