Compliant AR-15

Ahhh the woes of building compliant AR-15's. I'm on my second one and it does get a bit frustrating.

Building an upper requires several expensive tools to do properly. You might want to stick with a pre built one.

As unfortunate as it is, you will not find an upper that is tricked out and post ban compliant. They just aren't there. What you need to do is buy a post ban upper then trick it out the way you like (Rail system, etc.) The market just isn't there for upper receiver manufacturers to set up a special line just for making post ban parts. Most companies won't ship pre ban uppers to post ban states (CA, NJ, NY, etc.)

As for the lower receiver, double check with your gun store that you can legally buy a stripped lower receiver (assuming your under 21.) BAFTE ruled that stripped lowers by themselves are considered "other" firearms, so you need to be 21 to purchase them. Supposedly you have to add a stock and upper receiver to the lower to make it a "rifle" so just double check with your gun store.

If you can buy one, I believe Bushmaster sells pre-pinned stocks. You can pin a stock yourself, but you might raise a couple eyebrows if you have one shipped to yourself. Or you could just go the easy way and get an A2 stock (they can be had for less than $50 on Gunbroker; the UTG ones are actually really good)

I'd go with an A1 or A2 stock, 14.5 barrel with permanently attached muzzle brake. Grind off the lug. Might as well go short as you can to get at the man. It's going to be tough to do for $650.

I just took a "fake" adjustable stock off of an AR I recently purchased. The stock looks right just does not adjust. There are no lock up holes for the adjuster and the lever does not move.

Thanks, just to clarify I would only be building a stripped lower with a lower parts kit, not the upper. As for buying a stripped lower, it shouldn't be a problem. I can ask my parents for it for christmas or my birthday or something so it would be a gift and not a "straw purchase". Are there any other $600-$650 compliant ARs other than the M&P Sport?

Unfortunately, no there aren't. The Oly Arms K16 with a smaller magazine would be compliant, but the S&W is a lot better quality anyway. Heck the S&W is a really good gun! No reason not to go with that one if you can get that cheaper than building one. More money for ammo!
