my army buddy wants to buy an m1 garande from the cmp. after looking at their order form, it looks like all he has to do is send a copy of this drivers license, military id, form 1,2 and 3A off the cmp website and a check. Does that sound right to you guys?

So long as his military ID counts as his proof of citizenship, which I have no idea about since I've never seen one, that sounds about right.

FWIW:

Photocopying a CAC card is illegal.

I actually know some soldiers that got into a little trouble recently for providing copies of their ID to Oakley's US Standard Issue site. I know the odds of a CMP employee cloning an ID are low but he might want to send them a DD-214 or some other proof instead.

Hmm, I wonder if it applies to the CMP because in that article, it says "This prohibition, however, does not apply to government agencies" and from the CMP site, "The CMP is a federally chartered 501(c)(3) corporation that places its highest priority on serving youth through gun safety and marksmanship activities that encourage personal growth and build life skills. Links on this page will lead you to more detailed information about the CMP and its programs.
Statutory mission. The federal law enacted in 1996 (Title 36 U. S. Code, 0701-40733) that created the Corporation for the Promotion of Rifle Practice and Firearms Safety, Inc. (CPRPFS, the formal legal name of the CMP) mandates these key “functions for the corporation" "
Does "federally chartered corporation" made by Federal Law make them a "government agency?"

I think he's good to go. Have him send in a packet with a yellow sticky on it. I've found they're very good about yellow stickies. If you put a simple request on it, they'll almost always answer (i.e. I wrote, "I'm looking to get into shooting matches, so could I please get a nice barrel?").

I always use the yellow sticky to fine-tune my order. It's never failed. As long as you keep it simple, it'll probably work. They're cool.

The law forbids duplication of a military ID. Photocopying is not duplication. This has been officially clarified several times and the article linked is several years old.

I mostly wanted to know if military id counted as his proof of membership in cmp affiliated organization and proof of marksmanship. It sounds like that is a yes.
