No, FL non-res permits won't be recognized in PA. Yes, every other state's non-res permits still will be.

No, PA will not issue you a non-resident license if your state does issue carry permits but won't give YOU one. (Sorry MD, and NJ!)

You should have no issues at all carrying to and from a shooting range.

I'm in a similar boat here in NJ. I remember all of the talk from the new AG in PA during the campaign. It sounded then and even after the election like she was only restricting PA residents from using the non-res FL CCW. I could certainly be wrong, but I did not think she was going after out of staters.

UT is anger option if she does restrict us from using the FL CCW.

Also, I am not a lawyer, but I am confidant that the FOOA does not apply to this case. It only protects you in intermediate states, not the state of origin or state of destination. EX: from NJ to OH FOPA covers you in PA.

You still need to comply with the laws in OH once you enter that state and you must comply with NJ law till you cross the freedom line.

This unfortunately means that you can't legally leave NJ with the handgun unless you fall under one of the NJ exemptions. So remember to always leave NJ on the most direct route to a gun shop in PA. Once you cross into America you can then change your mind on your destination.

Remember that PA statutorily recognizes EVERY state-issued carry license/permit for the purposes of being armed in a vehicle. So everywhere outside of Philadelphia, you can stay legal by open carrying outside of your car.

I used to believe that as well. However, FOPA actually says:

§ 926A. Interstate Transportation of Firearms
Notwithstanding any other provision of any law or any rule or regulation of a State or any political subdivision thereof, any person who is not otherwise prohibited by this chapter from transporting, shipping, or receiving a firearm shall be entitled to transport a firearm for any lawful purpose from any place where he may lawfully possess and carry such firearm to any other place where he may lawfully possess and carry such firearm if, during such transportation the firearm is unloaded, and neither the firearm nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of such transporting vehicle: Provided, That in the case of a vehicle without a compartment separate from the driver’s compartment the firearm or ammunition shall be contained in a locked container other than the glove compartment or console.

Steve, I don't see in that letter where it says exactly what you say it does.

In fact, it doesn't seem to address the question of third-state non-res. FL permits at all.

It only covers a) residents of PA with non-res. FL permits (Not honored), b) dual residents of FL AND PA (good to go), and residents of FL with a FL permit (good to go).

Is there something else published that says how that shakes out for VA, NJ, MD, etc. residents with a FL non-res. permit?

The changes affect residents of PA and dual residents of PA/FL. If you are from another state; NY, NJ, etc and you have a FL non-resident license, you can still carry in PA.

That notice has no legal weight. Read the ACTUAL agreement, which states, in part:

NOW, THEREFORE, the parties do hereby agree as follows:

1. The Commonwealth of Pennsylvania shall give full faith and credit to a valid Concealed Handgun License issues by the State of Florida to legal residents of the State of Florida

Here's the full text of the agreement. Read this, and tell me where you think it still allows for a non-PA, non-FL resident to carry in PA on an FL permit:

The wording of the agreement does seem to mean that unless you are a resident of FL, PA will not accept the non-resident FL license. I can't see how they can do that, apply a law to a third party.

I read it the same way (IANAL). But how is it applying a law to a third party?

A member over on PAFOA.org posted a scanned copy of a letter he just received from Florida. It says, in part:

The concealed weapon license reciprocity agreement between Florida and Pennsylvania was recently revised at the request of the Pennsylvania Attorney General's Office. Under the terms of the revise Florida-Pennsylvania reciprocity agreement, Pennsylvania will honor a Florida concealed weapon license ONLY IF the license holder is a resident of the state of Florida. This provision will take effect on June 8, 2013.

Ok. PA only recognizes FL permits issued to FL residents.

Florida lost the negotations (as if it were some sort of contest) when in numbered paragraph two it states:

"The State of Florida shall consider holders of a valid Concealed Handgun License issued by the commonwealth of Pennsylvania to be concealed handgun permittees in Florida"

No restriction to PA residents only. PA 1. FL 0.

So, those who can, get a PA license and let your FL permit expire. (After checking the effect on carry in still other states.)
