Shipping Handgun Intrastate?

Unless you are FFL you may not use USPS. That leaves FedEx and UPS both of whom require overnight service last I checked; expensive. Not sure about the legal aspects but I don't think you have to ship it to a FFL if the recipient is in the same state, at least not yet.
 
Actually FedEx will do 'Second Day' now...........however you will need to call 4-5 of the stores to find one that is aware of the new ruling. I didn't hear about I have DONE IT.
 
The cheapest way to do it is have an FFL send it, because they can use the less expensive USPS. I think most places charge $25-30. Plus (and I have no idea why) some FFL's won't take shipments from non-FFL's. Call the FFL to make sure they do if you end up shipping it yourself.

I don't believe a FFL will ship a handgun to a non-licensee. You will have to compensate both FFLs which may push the cost into common carrier prices.

As an aside, I wanted to do the same thing some time ago and discovered it was impossible. USPS was out as noted already, neither FedEx nor UPS offered overnight service to the recipients's rural location. End of story.

Here is what the BATF (feds) say on shipping interstate:

Q: May a nonlicensee ship a firearm by common or contract carrier?

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun.

When I shipped out of state to my brother, I was told it has to be to an FFL in the other state. Period, no exceptions.

No legal requirement to tell UPS or FedEx you are shipping a firearm intrastate.
Therefore no need to overnight.
But violating their rules will void an insurance coverage.

In addition it is against both UPS and FEDEX tariffs to ship firearms from non-FFLs to non-FFLs regardless of if it is intrastate or interstate.
