What kind of powder to create "low recoil" load?

It's not the powder that will produce a low recoil load, it's the weight of the shot charge and the velocity that will effect the felt recoil. Lighter shot weights at moderate velocities will deliver what you're looking for.

I've used unique to make lower recoil loads, as well as HS-6.
Using unique, there is a very fine line between BLOOOP and a functional low recoil round.
IF you gave us a little more info on what kind of payload you wanted to deliver, that might help.

No, they said there low recoil round has the same shot size and velocity as the regular round, they just use a slower burning powder.

Use a powder burn rate chart and pick a slow powder and load with it. You want a slow powder, use Alliant Steel or Hodgdon Longshot. Then come back and tell us how light those loads feel because you used a slow powder.
