Utah Non-Resident for someone moving

Hello all,

Think I want to get my Utah non-resident CCW. I understand that this is possible as an NJ resident and would allow me to carry in PA and a multitude of other states, under their various state laws regarding firearms.

I understand that the state of Utah only issues non-resident permits to people who have their state permit, if their state has reciprocity. NJ doesn't have reciprocity with anyone, of course, so this doesn't affect me, but it would affect say a PA resident (this is why the "Florida loophole" was closed for PA residents recently - they were carrying under a FL Non-res permit, even if Philadelphia county had previously denied them a PA Resident permit - because Utah wouldn't issue to a PA resident in this case, there is no "loophole" and thus us out of state NJ folks can still carry in PA with a non-resident Utah)

There is a very strong possibility of me becoming a resident of VA, PA, or KY soon. If I obtain my Utah Non-Resident CCW, and then move to the state of VA and become a resident (get a new driver's license etc), is my Utah non-resident CCW still valid in VA while I wait for the process of obtaining a VA resident permit? If I started the process as a VA resident, utah wouldn't even issue me the permit unless I had my VA permit, but my situation is a little different as someone moving from a less friendly state.

I have Googled the earth out of this and cannot find any info. I appreciate anything.
 
Any help here? The cliff notes are, Will Virginia recognize my Utah non resident CCW that I obtained as an NJ resident before I became a VA resident, in the time lapse between becoming a VA resident and obtaining a VA resident ccw permit?

My wife and I moved from NJ to WV. Thank you God! Our Utah CCW obtained in NJ only required a phone call to change our state of residence to WV. Of course living in WV, it was a very short time to get our WV CCW. To get the Utah permit, you have to take the class taught by an instructor that got their Utah Instructor Certification. Cabelas in PA and Guns For Hire in NJ offer the class...
 
One thing to remember if you want to remain 100% completely legal:

In order to legally carry a loaded firearm on public property (such as street and/or sidewalk) within 1000' of the premises of the school, you must have a license/permit issued by the same state the school zone is located in for which a background check is required.

If you don't have a permit/license issued by the same state the school zone is located in, Federal law, 18 USC 922 (q)(2), prohibts you from carrying a loaded firearm on public property within 1000' of the premises of a school. (There are a couple of other exceptions such as hunting and sponsored events which usually do not apply).

Under current Federal law, reciprocity is completely neutered, if you want to remain 100% legal and in compliance with Federal laws.

No. Utah will issue based on the 2A. Permit from 'home' state is not a requirement.

If/when you move just contact the UBCI to update your address. You can get a 'new' permit issued with your new address or just write the new address on the back.(email saved for reference on that one)

Non-resident proof of permit. If you reside in a state that recognizes the validity of the Utah CFP or has reciprocity with Utah, you must obtain a CFP or CCW from your home state and submit a copy of it with your application for a Utah permit

Sorry, this is wrong. NJ does not issue CCW permits unless you are Donald Trump or Jon Bonjovi. To get the Utah permit, we took the class from a certified Utah Instructor in Randolph NJ. We completed the application and included a copy of our NJ FOID, and maybe a copy of our Florida CCW.

What is "wrong"?


For future record, I now have written confirmation from both Utah and VA that my Utah non-resident permit will still be valid once I move from NJ to VA, and VA will recognize it as long as it is valid. (Means by the time it is up for renewal as a VA citizen I would need my VA resident permit. Five years is a long time)
 
My apologies. I missed the part regarding needing your state permit "if your state has reciprocity". You are indeed correct. Congrats on moving back to a free state!
 
I took the class for my Utah non-resident permit, as an NJ resident, last week. I am fully sure now that it will be usable in VA, when/if I move to VA, until such time as it expires (and to renew it I would need to provide proof of a VA permit at that time).

Virginia state police say the following:

I am a new resident to Virginia and possess a concealed handgun permit issued by a permit-reciprocal state. Will my permit still be honored in Virginia?
A permit issued by a state in which Virginia has established concealed handgun permit reciprocity or recognition will be honored in Virginia as long as the permit remains valid regardless of the change of address. It is suggested that you confirm the validity of the permit with the issuing agency in this instance.


I know that Utah will not issue a permit to a VA resident unless they already have their VA CCW. However, in this case, I would have the Utah permit before I moved to VA.

Yes, your permit would still be valid until it expires. At expiration when you want to renew it you would then have to supply a copy of your Virginia CFP to renew your Utah CFP.

I am currently a New Jersey resident. I plan on moving to Virginia. If I do so, is my Utah non-resident permit still recognized by you in the time between me becoming a VA Resident and getting my VA concealed carry permit? In that time lapse, I would have a VA Driver license but a Utah Non-Resident permit, until such time as my Virginia application for a Resident CCW permit was approved.
