Pistol Permit in NY

For a NY state pistol permit, as I would assume with other states permits, character references are required. I currently live and go to college in a different county than the one my permanent "Home of Record" is in. Do I need to get character references from people in my home county or can I use some of the people I know here at college?


Additionally, do my military fingerprints count for this or do I need to get re-printed?

That's a good question to ask them (its usually the local sheriff's office that handles these things). They will probably want you to apply in the county that counts as your official residence. They will also want you to have lived In that county for at least a year. Your references must come from that county as well.
 
If I remember correctly when I was filling out my NYS permit, the character references have to live and/or work in the county the permit is being filed through. And like most references, they cannot be family members.
 
The rules can vary somewhat by county. My county requires all references to live in the same county as me, be non-relatives, and have known me for at least 5 years.
