I'd stay away from maximum loads if using 30 carbine in a revolver with pistol primers.

Bad idea. 30 carbine is a small round, but it operates at higher pressure than normal pistol ammo. That's one good reason to use a rifle primer. The other reason is the floating firing pin in military-origin m1 carbines (that's most of them). Pistol primers are softer and would be much more...

Midway powder and primer orders are filled from separate locations so they can't mix them in the same shipping box like most other places do. That's why they have a primer haz-mat charge and a separate powder haz-mat charge.
You have to be careful doing backorders on powder or primers...
No way an airline will let just primers on board. Loaded ammo is different and much safer to transport.
He'll have to find a haz-mat certified shipper to box and ship the primers. I don't expect that to be easy. I'd start calling shipping companies in the area.

If I buy another general-purpose glock, it'll be a 19. IMHO it is a real sweet spot for capacity, size, recoil, and concealment among service-type pistols.
