That's actually quite common. It's called "co-witness". It allows you to have a red dot sight set to the exact same height as your "battle sights". I have an Aimpoint T1 set up on one AR and a couple Eotechs on a couple other AR's. I like the co-witness setup.

That one looks like a "ban gun" No provision for a muzzle brake and no bayonet lug. Pass. For the money, you can get a "real" AK.
