That is actually one of the most humane ways to dispatch an animal. CO2 build up causes unconsiousness before death. It's an IACUC approved method for euthanizing animals in a field setting. This information was incorrect (possibly outdated). Apologies.

Not in the States, but apparently Brazil is quite fond of them. There probably aren't many LE Agencies in the States issuing CZ-75s or Makarov's either, but those are proven designs with quite a following.
