I believe the US Coast Guard is gettting SIG P229s. However, are they Dept of Homeland Security or Dept of Transportation? They are not DoD so they would be outside that procurement system right?

I have a bunch of extra Norinco 1911 parts (grip saftey, trigger sear, springs etc) from a customization I had done. Do these parts have any value or should I pretty much junk them?

Yeah that was the debate going on for me. I'll use the M9. It does make sense from a training standpoint. Besides, the plus is it is a course concentrating on rifle skills anyway!
