I think (and others may disagree) shot placement will be more important than caliber here. 9mm is cheaper so you can get more practice for your dollar and thus you may be more accurate. I also find the added capacity of 9mm a big plus.

I live in NH and got my Florida permit this spring. Fill out the paperwork and send in all the required documentation (fingerprints, picture, check, copy of training certificate, etc.). I got mine in exactly 8 weeks from the day I mailed in the paperwork. Piece of cake.

+1 for anything is better than nothing. When I was a broke student my 3 housemates and I chipped in $25 each for a lockable cabinet and bolted in the back of an obscure closet. If you have roommates that own guns maybe they will be interested in chipping in.
