How to measure bullet seating depth ?

I reload .308 ammo for my custom built rifle on ZKK 601 action,, I need to ask that if the bullet touches the grooves when you chamber it,, are the results on paper different from a bullet which is slightly behind the grooves,, is it safe if it remains in the limit of COAL??

I am also interested in getting a Vortex Crossfire 2,,, any inputs and country of origin is still unknown to me

HD question is supposed to be more related to the PLATFORM rather than Caliber, lets leave 12 gauge aside (it is a different class), how much longer shots do we expect in HD situation, 15-150 yards, I don't think that anybody will disqualify 7mm Mauser for this role,,, but M-4 or any other setup...

The one under my consideration is a P-H 30-06 built on Mauser 98 action and a 22" Barrel with intact crown and few dings on the stock.

@L1776, asking price has nothing to do with logic or reason, in my world a Remington 700 sells around $7000+, if I said this PH is for $1500, you should not be surprised. but it is a used weapon not in an excellent condition, I just wanted to ask about its accuracy, if it gives around 2"+...
