Budget build competition with my buddy

So the backstory is that my buddy moved away from Michigan to Southern Ohio. We get together a couple of times throughout the year. This year we built our first AR's together. It was a pretty good time so we thought we should do something similar. I suggested we do a budget build rifle build and take them out to 500 yards. The tentative rules we agreed to and will firm up when I see him next week:

- Value of the entire build is $700
-The $700 includes gun, rings, bases, anything that enhances the performance or looks and scope.
- The $700 does not include consumables (sand paper,tape..etc), tools and tax.
- The value of a part is what counts toward the $700. Meaning if I have a $100 gift card and buy a gun for $350 - $100; the value of gun is $350. If he does side work or barters for a part it's the fair market value of the part.
- Thinking best 40 rounds at a distance we can find a range for. I have access 200 yard range worst case and there is a place called Thunder Valley near Columbus, Ohio we are emailing.
- Loser has to buy the other couple dinner.
- Likely a 8month - year long build. It will have a end date
- you can build anything - AR or a pistol if your heart desired.

So I am thinking from countless hours of research:

- Ruger American Predator in 6.5 creedmor or .308. I don't reload either.
- I was thinking of pillar and bedding a Boyd's stock.
- roughly $200 left for scope rings and scope.

I've looked into the Savage Axis and Mossberg Patriot. I've shouldered the RAR predator and really like it. I don't believe the stocks are pillared but have a bedding system in them. I see a lot of videos with people putting silicones in the forend and stock to help balance/increase the weight.

Thoughts?
 
Can you buy used? If so, I'd look on here or snipershide.com on their PX to find used rings and an SWFA optic.

Would save you money plus get you into a better package. See how the Ruger shoots before you drop it into a stock though, could surprise you.
 
We can. I've read up on that scope brand if I save the stock I could look into that.
 
I'd get a stock Savage 12, some epoxy, and grab one of the sale price Vortex Vipers at Cabelas while still available. Should make $700 before tax with cheap rings.
