Need help identifying...

A buddy bought a Walther P38 with a holster. The holster has a bit of work in it that I cannot fathom the use of. As you can see, it is a formed strap held captive by a riveted piece. The ends of the strap are attached to an insert in the main body of the holster. Can anyone enlighten me? Pictures attached.

No idea. The only thing I can think of would be if you ran a belt underneath the straps, when the flap was opened it would cause the holster to drop down, giving you instant access to the gun. Otherwise if it was just the flap there you would almost have to use your free hand to hold the flap up and out of the way to draw the gun.
 
I also have the same holster except without a buckle (old and beat), but with a stud and a hole in the strap. Mine is, I presume from Germany because of the hand written name and numbers under the flap. Am also interested in any history anyone can provide!
 
West German Police holster. You unfastened the flap and pulled down on the holster which put the pistol clear to draw.
