Nikon P-223 scope mounting issue

I just bought a Nikon P-223 (3-9x40) scope, and opted for the one-piece M-223 mount. I don't have a torque wrench for inch-pounds, so I tightened it down a much as I dared on my Windham AR-15 top rail. Even with all bolts tight, the mount still moves front-to-back. Not much, but enough to be noticeable. Has anyone else had this problem? Any insight/advice/guidance/opinions will be appreciated!
 
Or the rail is cut to small. I have a PSA upper with this issue, some mounts will tighten down on it and some won't.

Or you simply didn't tighten the screws enough.

Most likely you need to tighten the mounting screws more. I dont think theres anyway for them to bottom out in that design. It IS a split one piece mount you basically have to flex it closed with The screws, that takes more effort than a mount that uses a freefloating clamp.

I mounted a scope on a friends Tikka two weeks ago. I had him purchase an EGW picatinny base. About two slots worth of the base are wider than the rest of the rail and his Warne rings could not be mounted on that area of the rail. It happens but not often. The issue could be an out of spec picatinny rail or more than likely your Nikon mount is out of spec, with the caveat you’ve tightened the screws enough. Be sure to put backward pressure on the mount when tightening the base screws.

The first thing I’d do is try another mount. If you have the same issue then you know the problem is with your receiver. If it is the receiver Windham will make it good.
 
It should fit without shims or anything extra. I would just tighted the rail screws down as much as you can get them. It's sized for a picatinny rail so unless there's an issue with your rail it should work just fine. Post a pic if you can't get it to work so we can see if there's something you are missing.

A bit of clarification. I previously had a free-floating Monstrum mount, which had no problems. I also had a Brownell's one-piece mount, which also had a free-float design, which also mounted just fine. I'm thinking LoonWolf has the right idea that I simply didn't tighten the cross-bolts enough.

I had not considered the need to flex the bottom rail closed. I'm going to see if I can borrow an in-lb torque wrench from someone, and see what happens.
 
LoonWulf is correct, it has to flex in to clamp on the rail and it takes a fair amount of force on the screws.

Taking a better look at the mount online those that say it has to flex are entirely correct. Pushing it to the rear is also good advice. When tightening something like that you are headed in the right direction in looking for a torque wrench. The correct torque is definitely your ally on this. Overtorque can cause it's own interesting issues. If still loose, after torquing, you may be into a tolerance stack up condition. Good luck lol. Things like this are really frustrating if your on your way to shoot when you discover them.
 
You are correct. I had a lost moment.
It happens. I went through the drive through today to get lunch. They handed it to me and I paid, then just sat there playing with the radio. She opened the window back up and asked me if I wanted anything else. Just my lunch I said....She smiled at me real big and nodded towards my passenger seat where my lunch was sitting. Duh, all I could do was grin back and say thanks, my bad..... :)
