Foreign citizen legal carry knife in Minneapolis

Hello,

I plan a short tourist trip to Minneapolis area this fall so I was wondering: What are the legal options for a folding carry knife for a foreign citizen (B-2 tourist visa)? I plan to take a one hand opening lockback knife with 3.7" blade, so I would appreciate any input about it. And, if it's not legal, what are my other options - collar lock (Opinel), slipjoint, friction folder, a small fixed blade, or no knife at all?
 
The Minneapolis Code of Ordinances, Chapter 393.10, Subsection F states:

“Weapon” does not include (1) except when used as a weapon, a folding knife with a blade of four (4) inches or less in length, measured in a straight line from the point to the handle.…”

Interpreted from legal mumbo jumbo, this means a folding/lock blade knife with a blade length no longer than 4 inches is legal.

I didn't see anywhere in there defining a difference between citizen and foreign citizen. If there are such regs, they would probably be at the Federal level.

Definitely do not carry any weapon into State or Federal buildings. Otherwise, I carry a knife when I go to Minneapolis, but have to leave it in my car when I go into the VA building, which is Federal.
 
This is a thing where different municipalities have different rules, and outside of the Twin Cities this is rare, but in the Twin Cities, there are enough municipalities that have a 4" length presumption regarding dangerous weapons that if your folding knife blade is under 4", you will be fine.
 
I seriously doubt you'll have an issue. Most places don't get too bent out of shape about the blade length unless, as you said, you do something stupid with it.
