I have an idea. It's an RCBS die for priming cartridge cases. To use it, you'll need two rods; one for small primers and one for large. There is also a part that goes onto the ram of the press with a cup that the rod fits in to.
It a pretty good system. As long as you have the appropriate shell holder and rod, you can use it to prime any case. Since the ram of the press is supplying the force to seat the primer, you can seat a primer easily even if the primer pocket is tights. And no, I've never set a primer off by using it.

Sounds like a Lee (if aluminum) or RCBS (if steel) priming system. Lee calls it Ram Prime.
Primer pocket swage tools generally don't use shell holders because you'll likely tear the rim off before sufficiently swaging the pocket.

It could be either an RCBS, Lyman or Lee Ram Prime die. If it doesn't have the part that goes into the shell holder on the ram, or the primer seating rods for both large and small primers, then it's pretty much useless. If it's an RCBS Ram Prime die, look it up on their website, and then call them and ask for the missing parts. You'll have to furnish your own shell holder, but the rest of the parts are available directly from them.
I use both the Lyman and RCBS Ram Prime for almost all my primer seating, and out of all the methods I've tried, it's the best one for me.

As above it sounds like a primer. I have one from RCBS. I now use a hand squeeze primer tool from, I think, Lyman. The RCBS is as slow as molasses to use. It can be adjusted the same as any other die, albeit without a micrometer dial. However, I did not see any accuracy differences between the two formats for installing primers.

Happy to be of help. I find the Ram Prime system to be the most precise of any of the systems I've tried over the last 56 years of reloading. In fact, I just finished up priming 4,200 .38 Special cases yesterday with the Ram Prime die mounted on one of my Rockchucker presses. Those sized and primed cases will now by run through my Hornady LnL to finish the loading process and I know for sure there won't be any primer issues, since they were all seated .004" below flush.
