in the great state of KY, the minimum age to purchase a handgun from an FFL is 21. Though through private sale it is 18, which is the minimum age to possess. I’ve been wanting to build a Polymer80 Glock 19 for target practice and also some training on my farm with a family friend who is a retired Ranger.
My question is, can I build a polymer80 g19 at my current age then have it serialized when I turn 21? I know it’s legal to have an unserialized firearm that I myself built though I would like to have it serialized at some point to cover my rear and avoid questioning if ever in a traffic stop with it in my truck.
 
Yes you can build the gun.

There is no centralized serialization process so there's no way to "have it serialized when you turn 21". The ATF does not issue serial numbers, that is all on the manufacturer (so the manufacturer comes up with the format and the number). If you really want a serial number on the gun, you can punch a SN into the plate yourself or if you can find a pre-serialized lower you could purchase that.
 
As previously stated, when he builds this gun himself, no serial number is needed. But, if he wishes to sell/give the gun to another at some future time, would it need to be serialized then? o_O
 
My understanding is that a FFL can not transfer a firearm without a serial number. In my state, Oregon, all private party transfers have to go through an FFL. Consequentially to transfer a home build firearm it has to have a serial number on it. Like stated above the serial number can be anything you want.

I figure if I build a firearm it is mine for life. Who would buy a firearm that some schmoe off the street built himself? Definitely not me! The only audience I can imagine for home built firearms would be buyers that could not acquire a firearm legally otherwise. Now you are looking as some SERIOUS prison time!

FFLs transfer old guns without serial numbers all the time.

You won’t go to prison for selling a home built gun, or any other gun to anyone, unless a reasonable person would know the person is prohibited. Just ask them if they’re over 18, a resident of your state, and if they’re prohibited.

Some of y’all need to read the actual law, ATF regulations, or hire a lawyer.

Some of this stuff is easily found with a 10 second google search.

I have purchased Winchester 37 shotguns from FFL dealers. None of them were serialized. I’m sure at least one of my old 22 rifles doesn’t have a serial number as well. If a FFL couldn’t transfer unserialized guns then a lot of cheap guns built before 1968 just got removed from the market.

There's no such prohibition. Some FFLs simply won't, and state laws vary, but federally, it's not an issue.

Defaced S/Ns are another matter entirely. Not only can the firearm not be transferred, it is contraband.
