I've loaded hundreds in my RCBS Pro2000 progressive using the lock-out die, perhaps with Bullseye you'd want to be more careful, but my 25's shoot just fine.
 
Without trying to sound to brutal, I would try several ball rounds and eliminate any that are not 100 % reliable. Then used the most accurate round to practice shooting for small groups at 10 yards. I told my wife, that if you hit a bad guy in the eye, he will have a hard time finding you and if that does not work, shoot for the eyes again. It is the only way you can equalize a fight with a larger male when you are a petite female and only surviving counts.
I have used WINCHESTER Silver Tips in the past, but now I am not sure they will work any better with the above targeting goal.

Once shot a burning barrel with a 25, would not even go though. Even a 22long will penetrate from a short barrel pistol.
I have seen 55 gal drums that were easily penetrated, sometimes on both sides by .25 fmj. Perhaps not all barrels (drums) are the same and for sure not all loads are the same.

Although my opinion on the .25ACP is worth only so much. If I'd ever killed anything with one, I think I'd remember it. I can't think of the little .25 without Colonel Cooper's remark "A wine bottle well-used is better" coming to mind. Still . . . sometimes I'll wear a sports jacket or a suit. They have these little inside pockets, and I ask myself which would make me happier, make me feel better dressed: an empty pocket, or one with the weight of the little Colt or Mauser?

I imagine an encounter involving the .25 auto to go something like this: I empty the magazine into the assailant. Unaware, that I actually landed a round he steps forward.

I say to him, "Sir,(It's pointless and unfortunate form to use unkind language. I've already expressed my feelings with the magazine load of .25's.) perhaps you should consider breaking off this encounter and seeking medical attention?"

My hits with the little .25 place me in a much better position for the ensuing knife fight. When you consider the diminutive weight of the little .25 in all fairness you need to add in the weight of your blade. Or maybe not? Would you really drop the blade if you had a .45 instead?

But it doesn't happen. He looks down, sees the damage, mutters, "Duh," and leaves.

OK, I've had a little fun with the .25, but it's lethal easily on the level of the little .22 short at least, which I have had considerable experience killing things with. Hit in exactly the right place and a live thing will go over like it was bumped by a truck.

Even when underloaded the .25 ACP is more equivalent to the long rifle rather than the short .22 rim fire loadings. Center fire cartridges are generally more reliable in rim fires. I typically in cheaper ammo get a failure of one or so per 500 round brick.
Both the 22 LR and 25 ACP are scrawny little things, and itsy-bitsy pistols can be had to fire them. But which of the two is better for defense? That’s what he’s showing us in this (admittedly low-res) video.

25 ACP velocities at 7 yards: 725, 727, 718, 730 (50 grain FMJ)

22 LR velocities at 7 yards: 860, 840, 850, 850 (36 grain HP)

Someone would assume this makes the 22 automatically more suitable, but that would ignore the matter of bullet weight; 50-grain FMJ in the 25 vs 36-grain HP.

25 ACP velocities at 7 yards: 865, 866, 875, 855 (35 grain JHP)

After demonstrating this, he concludes “the difference between the two isn’t even worth talking about.”

Further demonstration shows that little pistols in either caliber will allow a good shooter to make accurate shots at 10 yards.
 
I wouldn't want to get shot with a pellet gun either, but that doesn't mean it would be ideal for self-defense. If a tiny gun is needed, then something like a Baby Browning is better than nothing, but moving up to Beretta size, there are other options. The NAA Guardian and Seecamp in .32 ACP are virtually the same size, but with a little step up in ballistics.

No, I would not want to step in front of a Pellet gun either. And I would also be scared like hell if knew I would going to take a few rounds of a 25.cal. Any one that says they would not, well then, I will just leave it there. And if I was going after someone and they let loose with a few rounds of 25.cal, it sure would call me off. Call me a wuss if you like. But reality is, it is a weapon. And just NOT killing someone does not mean the firearm does not work for self defense. (And no, I do not own one so have no dog in this fight) People seem to smirk at some calibers, but that is not what they would do in real life.On the contrary, they would probably wet their pants.And one shot in the mouth might wipe off the biggest smirk.
