Try a few other brands of ammo to see how they group. With a 20 inch barrel and the right twist you may get better accuracy from a 62 or 69 grain load.
 
That’s a good upper. I bought the same one about 6-7 years ago. Of course now you can buy a complete rifle for that but that’s not what you’re asking. Idk if the kits or barrels have changed since then but I’m happy with mine.

This is my personal best with that rifle. Open sights, shooting off of sand bags at 100 yards. It measures about 1-1/8 at its widest point. My load is 24.5 gr of H335 using Hornady 55 gr fmjbt.

I had a delton 16" barrel on my first AR15. It shot about 2" at 100 yards with my handloads. The 55 grain FMJ load you are using is typically not capable of any more accuracy than that but there are always exceptions. You may be able to find a different load that shoots better. The 1:9 twist will limit you to about 62-69 grain bullets or so.

I got this from midway about 1 1/2 ago for around $350 on sale I am happy with the accuracy in pracical terms. I have touched steel plates at 300 meters using iron sights but I could not find my shots at 500 meters.
 
If your expectation is 4.5moa from that rifle, I highly doubt you will be disappointed. I’d tend to expect much better.
 
I have a chrome lined version of that upper on one of my rifles that I put together 4-5 years ago. With irons, it will do 1.5 - 2.0" consistently at 100 yards using PMC ammo. The federal doesn't shoot quite as well in mine, but you'll just have to try out a few brands to see what yours will like. The PMC stuff seems a little milder than most of the other store bought brands, but seems to shoot better in most of my AR's.
