Rem 760 diagonal tracking problems

9335752E-BBB6-4D3D-A6F3-53FBE41DA822.jpeg I have a 1954 Rem 760 in 30X06 (scope is a Leopold VX II 3x9) it’s never produced good groups since I have had it roughly the last 25 years. Above is a typical target. The three shots without the line through it were taken consecutively without allowing the barrel to cool a 4.25” group at 100 yds. The three shots with the line were taken each with roughly a 5 min cool down before shots producing a 2.75 in group at 100 yds both during calm conditions. I have repeated roughly these groups with 165, 180, 220 grain ammo. I am shooting off a Caldwell lead sled. To me obviously barrel heating is a problem but the smaller vertical stringing is almost ridiculous straight. Any suggestions as far as how to correct this issue? It’s a hunting rifle if I could get sub 2” groups I would be happy. The 2.75” group on this target is the best I have been able to do.

I have tried the follow

Thoroughly cleaning
Locktighting and retorquing scope mounts
Removing the small end piece that bridges the slide tube to the barrel so that the barrel is completely free floating
Torquing the single screw that attaches the stock to the action
Tightening the slide tube that holds the barrel on
 
Aim down and right, how many shots do you need when hunting. 1 or 2 is pently most hunts. I would not worry about it. I've seen some guns shoot worse groups from leadsleds.
 
20191102_113601.jpg Not a 760, but my 7400 is really sensitive to the torque of the screw that secures the forearm to the action. Snugging it up, but not going gorilla on it made all the difference between mediocre accuracy and very good accuracy. This group's only at 50 yards, but you get idea. The groups were double to triple the size before I backed off the torque a pinch.

I seam to have multiple issues at least one of which is the scope thanks TBS for the suggestion. I had dismissed the scope because the groups improved when I let the barrel cool between shots. I mounted another scope and shot a 1.5” and a 0.7” group at 100 yds with 165 gr loads. I saw some improvement in the 180gr and 220 gr loads but not enough. Apparently my twist rate is to slow for the heavier loads. My twist rate is 1 in 12 where the standard 30x06 twist rate is 1 in 10. According to the tables 1 in 12 is suitable up to 170 gr bullets.
