found some 148 HBWC is this lubed?

saw these at my LGS. somebody must have been selling some of their reloading stuff. is the graphite looking flakes supposed to be the lube?
got whats marked as a 1000 bullets for $50. it was commercially packed but had no brand. plan on loading it flush with 2.7 gr bullseye. all my previous wadcutters have been DEWCs 20200119_191049-1913x1076.jpg
 
I bet they will be as accurate if not more so than the DEWC you have been using. Its hard to be the accuracy of a soft HBWC with the old standby Bullseye load. After you shoot that thousand and start looking for more, consider Zero Brand. I think last I bought were $70 per k with free shipping. Speer and Hornady make good HBWC's as well but are a little higher priced.
 
I believe that black, graphite looking stuff is lube. Not much of a lube is needed for low velocity wadcuters, I have even used ChapStick. I too would seat to the crimp groove and use a very light roll crimp(I think the flush seating became popular with the S&W M 52 and not necessary in revolvers).
