10mm Brass by PPU

Can anyone here tell me the situation with this brass is? I am going to start reloading 10mm for my brother and heard PPU brass is common to throw in the trash because of it springing back? What does that mean? Is it when you expand/flare the case and it “springs” back to its original shape?
Also hear it has insufficient neck tension too.

I have never loaded 10mm and I am pretty new to this myself, but I have loaded PPU brass for 9mm without issues. I have also not ran into any issues with excessive "spring back", but once the brass is resized, flared, and the bullet is set shouldn't you be able to tell if there is enough neck tension at that point?

If I was concerned with a type of brass I would make up some dummy rounds (no powder, no primer) to see how the cartridge performs with the "plunk" test and chambering to look for excessive bullet setback. You could then compare the dummy rounds with PPU brass to dummy rounds with other manufacture's brass to see of there are any differences.
 
One thing that you can do to help combat spring back when using a sizing die is to add some dwell time inside the die. For rifle cases I use a 10 second count. Most people run a sizing die as fast as possible and this will not help your cause.
 
Is PPU brass all you got? It's not my first choice, but if that's all I've got, then I'd use it.

I have used PPU brass in multiple calibers and never had problems - until I started loading 10mm. The 10mm gun I bought came with 500 rounds of PPU ammo, so I shot most of it up and saved the brass. I also had saved some different headstamp 10mm. The PPU has thinner walls than any of the others, the expander hardly touches the inside, so they have less neck tension as a result. I even ordered a Lee undersize sizing die and that did not help. I put all the PPU 10mm in a bag labeled “do not use”.
 
Maybe the 10mm PPU brass is related to PPU 10mm performance. The last time I shot it out of my 1006, I was getting .40 S&W "-P" performance- 180 gr JHP at well under 900 fps. No wonder the slide wasn't locking back on an empty magazine.
 
Eeek! :eek: I'll stick with Starline and SIG brass for 10mm.
