It does this by amending various appropriations bills to remove their limits and prohibitions on expenses and salaries incurred by the BATFE for various restricted activities. Removal of those funding restrictions will give it tremendous power to enforce gun control by agency regulation and enforcement as determined by agency policy and not by law. You think the ATF is exceeding its authority now? You ain't seen nothin' if this bill becomes law. It's dead for now, but you can bet it'll be back.

Well as I mentioned this bill has zero chance of passing, congress retires for the year next week and wont be back until January 5 which is a completely new session.
