Mossberg patriot walnut stock. I had one in 270 and it shot great.

165gr Sierra GameKings HPBT

Left to right H4895, RL19 and RL16 all loads 1gr below book max. Brass looked totally fine from all 3.

3 shot groups. I only do 3 shot groups till I find a promising load to continue with. I have other loads of each. 5gr below max and max to try if brass still looks okay. H4895 looks most promising right now. 20200709_173447.jpg
 
4895 is pretty fast burning. If you are happy with the results, fine. That is a good group but you might gain a couple hundred FPS by using a slower powder. My manuals list R22, 760, IMR- 4831 and my favorite, IMR-4350 as a good balance for 165 gr bullets. When I am testing a 30-06 my first load is 54 gr of IMR-4350 under a 165 gr Nosler BT or a 168 gr SMK. Normally if the gun doesn't shoot that well you will have to do some major tuning.
 
The 4895's and the .30-06 go together like macaroni and cheese. Captcurt is correct, though, if you are looking for more velocity, the slower powders are probably your answer.

I wouldn't poo-poo the RL19 just yet... the vertical stringing tells me there might have been some shooter error in there, or a reloading anomaly.

One thing I have noticed when it comes to 30-06, the 165 grain bullets seem to be the sweet spot, other weights should accurately on my rifle but not nearly as accurate as a 165 grainer. I would stick to 4895 and work on trigger control now and you will have your bug holes. I get the same group size on my Tikka but they are 5 shot groups at 200 yards.
 
I have horns on the wall from 165 GameKings and H4895. I also have some horns from the165s and IMR4350. The IMR does just a smidge better on paper but not enough to make a difference to the meat in my freezer.
 
I like 165s in 30-06 too.
Mine are mostly Garand loads with IMR 4895.
the only other -06 I have is an old 760, and it seems to prefer the even faster 3031.
It doesn’t give peak velocity, but that’s okay
