Is this 40sw brass safe to reload?

Yeah not worth the chance to me. At least save them aside until you get more experienced at what to look for before trying to reload that bulged stuff and make your determination then. I had some 45 ACP brass I scrapped for the same reason. If it did not have that sharp crease at the end I might be more prone to trying to reload it.

And too pronounced; that's a Glock frown. Must have had a homebrew Dremel Special Ghunschmidt job.

Just anneal the brass and reload.
You're suggesting annealing the head of a brass case? The part of the case that is specifically protected from being annealed since softening it will lead to catastrophic case failure? The one part of the case that every single annealing tool is deliberately designed to not anneal?

When did I say anneal the head? Please show me where I said to anneal the HEAD? What are you, a Democrat?

I said anneal THE CASE! That would mean anneal as you normally do! Got it chief?

40 S&W brass is so common that I throw cases that look like that in my scrap bucket to recycle. But you can resize it and see if it will fit your chamber. I've never annealed pistol brass, so I can't say much either way about doing so.
 
Have you looked at the chamber of the gun at all? Maybe there is some inclusion in the chamber itself that is causing the issue?
