Can the Sheriff say no?
The sheriff takes the paperwork, but a judge signs the slip. I've never heard of a judge saying no. They sign stacks of them, and I'm pretty sure they never even read them. If you don't have a valid permit, the sheriff won't even accept your paperwork. If you do have a valid permit, then there's no reason for them to deny you the permission to purchase another handgun.

As I mentioned before, some counties (mine included) used to allow the sheriff's office to literally rubberstamp a judge's signature on the paperwork -- until somebody used that rubberstamp for something they shouldn't have.
