I would start out with a 180gr bullet at standard pressure. If you find a Bulldog with wood grips consider getting some Pachmayr grips for it.
 
If the factory grips are left on the Bulldog it helps alot in recoil...low pressure cowboy type loads .180-200 grain LSWC .. they will work for target SD

Just at the moment a Bulldog is going to be hard to find. Your best bet is Gun Broker or making the rounds of your local dealers.

This said, has the young lady ever fired something like a Bulldog before? They can be a handful even for large men. As others have said the 180-200gr cowboy loads are the way to go. Ideally, a 200gr full wadcutter at about 750fps if you can roll your own.
 
I have one of the original blue 3" Bulldogs. I had to go to Pachmayr grips for control. Don't know what you are looking to spend but they , like most concealable guns are getting pricey. Just as an aside, can 17 year olds possess handguns where she lives.
Loads I use are 250 grain semi wadcutters at 700 fps.

I have bought from this Gentlman a few months ago and I was very pleased with the purchase.
