I guess i can stick this in reloading area:
So with the no-no on primer shipping(hazmat), got a question?
So if i send someone 50 unprimed cases, and they prime them, can they be mailed back without the hazmat?

Primed brass does not need to be treated like loaded ammo but it does have to ship ground. There are some nuances to it, can't remember what they are right now but they weren't a big deal last time I shipped primed brass.

You can not ship via USPS, FedEx or UPS only. I'd suggest calling one of those carriers so you get correct info straight from the horses mouth

I've shipped it the same as live ammo.

Ups ground, regular label ground, then affix ORMD small arms ammunition to box. The shipping cost is exactly the same as if it wasn't orm.. just a label required.

Please confirm yourself, but that is how I have done it. It may be a long long time before it's done again though due to inability to restock

The guy at the counter said primed brass was ok, but primers in factory packages had to go hazmat. I’d expect him to know the rules, but most likely my expectations are too high.

The issue of primed brass comes along every now and then. I can easily search and get threads on the subject but to make things simple:

See post #7 in this thread.

USPS is PROHIBITED:
http://www.usps.com/cpim/ftp/pubs/pub52.pdf
Page 131 about 8 lines down:
Cases, cartridge, empty with primer 1.4S UN0055 II Prohibited
Cases, cartridges, empty with primer 1.4C UN0379 II Prohibited
Here is the answer for UPS/FEDEX:
49 CFR 107.102
http://ecfr.gpoaccess.gov/cgi/t/tex...v8&view=text&node=49:2.1.1.3.7.2.25.2&idno=49
50 Cases, cartridge, empty with primer which are made of metallic or plastic casings and meeting the classification criteria of Division 1.4 are not regulated for domestic transportation.

Consider the thread is at least 11 years old. I doubt USPS has changed but as mentioned the old ORMD is gone so UPS has changed. No shortage of horror stories out there on the subject.

This brings us to how all the primers we are seeing auctioned off are being sold?

Ron

The primers I saw for sale on gunbroker for about $250 a thousand had a $29 shipping fee in additional to the price so maybe that seller can ship hazmat. (or not)

The gal at the USPO I use said brass with dead primers are OK. Live primers are a nono. Even if in brass as they are not inert. They are to be treated as live ammo. She even showed me in her manual on line.

I believe people are WAY overthinking things. I know of someone who crammed seven live 14.5x114 mm rounds into a small flat rate box and sent it with no problem. Lol

Many, many 1000 count primer boxes have been shipped without Hazmat. I've recieved them that way, myself.

Some primed cases are not going to be an issue. :)

Consider Murpheys law? Doing things you aren't supposed to is a risk and personally i dont think its a risk worth taking considering all that can go wrong and how much it can cost a person if things do go wrong.

I hate to admit this but I took the plunge for SRP on Gun Brokers, Paid Cash so it was much cheaper. It came Fedex in a box with the explosive diamond on it. Some print the word along with it but this one did not. I paid $20 shipping. So who's screwing who, dealers are charging $35 for hazmat shipping. Yesterday Hodgdon charged me $37 hazmat fee.

Primers are HazMat; queue HazMat ceremony

Primed Cases are ORM-D, same as loaded ammo. You (a non-permittee) may ship it with appropriate labeling, via common carrier. It's a real PITA however. . .

It’s not Murphy’s law, it’s lawlessness. Let’s not be the very people anti-gunners say they are afraid of.

Was not saying safely packing and shipping primed cases or even a brick of primers that could be dropped on rocks from 30,000 ft without issue was a good idea without the proper paperwork... just that it is constantly done without issue. It's done FAR more than most believe. I've purchased three bricks of primers online, and only one came hazmat.

This all being said, I've never heard of any munitions exploding re-route. It would be almost impossible for primers to go off in the factory packaging unless they were in the center of a fully engulfed fire. And THIS being said. I guess none of us should be allowed to store ammo or primers inside our house, right??? You know, because of firefighter safety... just like the 'shipping' argument.

Can be done, can't be done...the question is should it be done?

It's not a "shipping argument", it's a legal argument. Ammo must be shipped ground, so falling from 30,000 feet isn't the concern. Could it be done? Surely.

I'd bet a person could also stuff a handgun in a USPS flat rate box and send it to cousin Earl, and possibly get away with it. Primers and powder are HAZMAT designated for a reason and it's not because of the likelihood of detonation, but the possibility it could happen.

Breaking the law has never really been my bag though, so I don't spend time trying to circumvent laws even if I don't see their merit.

Not really, you take it to the UPS or Fedex shipping locale (not their franchise mailbox places)
