The lead free Dinol priming mix is "hotter" than lead styphnate so they enlarged the flash holes to better vent primer pocket pressure into the case. Winchester announced that the cases were safe for reloading with styphnate primers.
But Dinol is also more expensive than lead styphnate, and they concluded they could use small primers with less of the more energetic high priced spread. So now we complain about small primer .45 brass.
Strangely, Winchester recommended against reloading .45 Small, although they work just fine if you sort them out.
