I'm not familiar with lee dies, however I found that if one is to crimp a 38 HBWC, the bullet should be allowed to have a slight ring above the mouth of the case.
What black powder cartridge are you putting it in? 38 s&w, 38 Colt? S&W case takes .361 dia bullet and you should be using proper dies or 38 Super will work.
I have used the combination mentioned by the OP for several years now with no problem in 38 LC. I am shooting them in 51 Navy/Kirst cylinders with black powder. The Kirst cylinder mouths are cut a bit larger to accommodate heel bullets but regardless, there has been no bullet creep and all I am doing is using the Lee Factory Crimp Die to crimp into the side of a soft cast or hollow base bullet.
