No such thing as true value IMO, just what the market (one's budget and desire) will bear.
The blue book is a tool for buyers to use when purchasing and has no reflection or ability to keep up with market trends.
Surprised to hear sales as low as 1300. I have not seen one ( in even fair shape) priced like that in a VERY, VERY long time.
Checking the GB marketplace I see only a few for sale at any time. I still hope to see a 4" that will go for under 2500.
Same for many of the discontinued models, but especially for models like the 16-4 with it's short production numbers.
Compounding the price issue is the fact that most who bought one don't want to sell at any price.
The accuracy of the .32 family of cartridges combined with S&W's last hurrah (mid 90's) at
consistent quality
put the 16-4 in the mix of quality Smiths escalating in price.
Obligatory photo - I pulled the finger groove stocks off as soon as I got the gun in favor of Targets.
Definitely recommend you buy the next one you see that is under 2000.
