Well, ATF is correct. Their previous definitions were outdated the day they were written and it wasn't until the last two years that a judge pointed out that inconsistency. Hence, the new definition.Remove and replace regulatory definitions of “firearm frame or receiver”
and “frame or receiver” because the current regulations fail to capture the
full meaning of those terms.
Basically added that gunsmithing includes marking serial numbers on firearms.• Clarify the meaning of “firearm” and “gunsmith.”
Not necessarily a bad thing to have it actually in print vs what some ATF employee guess it could be.• Provide definitions of terms such as “complete weapon,” “complete muffler
or silencer device,” “multi-piece frame or receiver,” “privately made
firearm,” and “readily” for purposes of clarity given advancements in
firearms technology.
FFL's can no longer destroy 4473's after twenty years and must retain all of them until the FFL goes out of business. The Department also amended ATF’s regulations on marking and recordkeeping
that are necessary to implement these definitions.
