HR 1808, barrel shroud, M1 Carbine

Does the "hand guard" on an M1 Carbine constitute a "barrel shroud" as defined in HR 1808, thus making the M1 Carbine an assault weapon as defined in the bill? The bill specifically defines an SKS rifle with detachable magazine as an assault weapon implying that the original version with the non-detachable magazine is not an assault weapon. The SKS has a similar forward hand guard as the M1 Carbine, so if the original SKS isn't an assault weapon under the bill, then the M1 Carbine isn't either. (Please, I'm not asking for opinions about the bill in general, I'm just confused about the concept of "barrel shroud" as a defining feature of assault weapons.)
 
That would have to be an ATF interpretation.
Since milsurp and mislsurp configuration M1 Carbines have wooden handguards I would assume there would be no problem.

The question would only come up for the commercial guns with the ventilated top hand guard. I doubt ATF will call that a "barrel shroud" since the bottom wooden handguard is still in place.

This is just more "virtue signalling" in the run up to November's elections in my opinion.. Me? I just can't wait until November myself...

With this sort of stuff going on I could say that my respect for our Congress is at a low ebb - but the truth is, it couldn't get any lower....
