By far, the single most important factor at the lower reaches of family income levels is the cost of things. A person not making much money and wants or needs a revolver, for reasons. They look in the price range they can afford. That's really it. Some manufacturers serve that market exclusively. The product has to work, but it doesn't need to have the qualities that can only come from higher cost - better materials, fit, finish, workmanship, quality control. All of these things cost.

Just needs enough fit and finish to hold the cylinder in place when the firing pin lights one off.
