There's probably a legal/technical reason why this injunction doesn't mention public transportation but I can't imagine such a restriction on travel could pass muster once judged on merit.
When I grew up there my age group all depended on walking locally, the bus for longer distances in the same general area and subway for long distances (Brooklyn to Manhattan or the Bronx, etc). As we got older some got cars if they could afford one, which were useful for travel beyond NYC.
Public transportation is deeply integrated into the life of any NYC New Yorker. It's part of life there and to be told you couldn't exercise a constitutional right while using it would be the same in other places not being allowed to walk on a sidewalk or drive on a road. It would be an absurdity.
What has to happen as did in other places - is for legal carry to happen, nothing really bad happening, and eventually it will be generally accepted. Like all the sky is falling nonsense about first open carry and then unlicensed carry here in Texas. Nothing bad actually happened so the news story parade of horribles went away.
