Applying for my Handgun Permit in NJ

Well, I filled out all the paperwork and payed a fee recently. However, I was called in to set up an appointment to fill out the paperwork again! It turns out that one of my references (you need references to say you are a safe, sane person) has only known me for 1 year. The minimum is that they have to know you for 3 years. However, the man is a Master Sgt. with the Wilmington Police Department. Hes a good guy, he wont lie, but they need someone who has known me for longer. :banghead: It doesnt make sense. So now, I gotta call people, fill out more paperwork, and hopefully get my license in 2-3 weeks. HA. As if the Firearms Purchaser ID card wasnt bad enough.

Oh well, any advice or sympathy? Well, just advice, the only sympathy I get about NJ, is links to moving websites like U-Haul. :cool:
 
I thought about getting a Pistol permit and an FID card a few years ago, so I went to the local PD (in Hudson county) and the Lt. in charge of licensing was out.

talked to one sgt who was subbing for him, who said "why bother" and proceeded to tell me it would cost $55 for finger printing and $49 for the license + permit app (both wrong, which I knew)

It was a year before I could make the time to seek out the real info, and talk to the Lt. Once I got to him, it was fine. He wasn't patronizing, dismissive, and was pretty forthcoming, without lecturing. I explained that I had been shooting in prior states of residence for 15 years.

It took 65 days for both of my Pistol permits and the FID, and that included the general chaos of Thanksgiving, Xmas, and New year times of year.
 
Suggestion: you should have applied for at least 2 permits. Get a nice 1911 and a Model 642.

a Springfield GI 1911-a1, and Sig P239 40/357combo package, with a Barsto
9mm conversion barrel. All I need now is a 2nd complete 1911 top end, chambered in .38Super. Nothing wrong with shooting 5 different calibers out of two guns....
 
Applications. Applications for permits to purchase a handgun and for firearms purchaser identification cards shall be in the form prescribed by the superintendent and shall set forth the name, residence, place of business, age, date of birth, occupation, sex and physical description, including distinguishing physical characteristics, if any, of the applicant, and shall state whether the applicant is a citizen, whether he is an alcoholic, habitual drunkard, drug dependent person as defined in section 2 of P.L.1970, c.226 (C.24:21-2), whether he has ever been confined or committed to a mental institution or hospital for treatment or observation of a mental or psychiatric condition on a temporary, interim or permanent basis, giving the name and location of the institution or hospital and the dates of such confinement or commitment, whether he has been attended, treated or observed by any doctor or psychiatrist or at any hospital or mental institution on an inpatient or outpatient basis for any mental or psychiatric condition, giving the name and location of the doctor, psychiatrist, hospital or institution and the dates of such occurrence, whether he presently or ever has been a member of any organization which advocates or approves the commission of acts of force and violence to overthrow the Government of the United States or of this State, or which seeks to deny others their rights under the Constitution of either the United States or the State of New Jersey, whether he has ever been convicted of a crime or disorderly persons offense, whether the person is subject to a restraining order issued pursuant to the "Prevention of Domestic Violence Act of 1991," P.L.1991, c.261 (C.2C:25-17 et. seq.) prohibiting the person from possessing any firearm, and such other information as the superintendent shall deem necessary for the proper enforcement of this chapter. For the purpose of complying with this subsection, the applicant shall waive any statutory or other right of confidentiality relating to institutional confinement. The application shall be signed by the applicant and shall contain as references the names and addresses of two reputable citizens personally acquainted with him.

Application blanks shall be obtainable from the superintendent, from any other officer authorized to grant such permit or identification card, and from licensed retail dealers.

The chief police officer or the superintendent shall obtain the fingerprints of the applicant and shall have them compared with any and all records of fingerprints in the municipality and county in which the applicant resides and also the records of the State Bureau of Identification and the Federal Bureau of Investigation, provided that an applicant for a handgun purchase permit who possesses a valid firearms purchaser identification card, or who has previously obtained a handgun purchase permit from the same licensing authority for which he was previously fingerprinted, and who provides other reasonably satisfactory proof of his identity, need not be fingerprinted again; however, the chief police officer or the superintendent shall proceed to investigate the application to determine whether or not the applicant has become subject to any of the disabilities set forth in this chapter.

f.Granting of permit or identification card; fee; term; renewal; revocation. The application for the permit to purchase a handgun together with a fee of $2.00, or the application for the firearms purchaser identification card together with a fee of $5.00, shall be delivered or forwarded to the licensing authority who shall investigate the same and, unless good cause for the denial thereof appears, shall grant the permit or the identification card, or both, if application has been made therefor, within 30 days from the date of receipt of the application for residents of this State and within 45 days for nonresident applicants. A permit to purchase a handgun shall be valid for a period of 90 days from the date of issuance and may be renewed by the issuing authority for good cause for an additional 90 days. A firearms purchaser identification card shall be valid until such time as the holder becomes subject to any of the disabilities set forth in subsection c. of this section, whereupon the card shall be void and shall be returned within five days by the holder to the superintendent, who shall then advise the licensing authority. Failure of the holder to return the firearms purchaser identification card to the superintendent within the said five days shall be an offense under section 2C:39-10a. Any firearms purchaser identification card may be revoked by the Superior Court of the county wherein the card was issued, after hearing upon notice, upon a finding that the holder thereof no longer qualifies for the issuance of such permit. The county prosecutor of any county, the chief police officer of any municipality or any citizen may apply to such court at any time for the revocation of such card.

There shall be no conditions or requirements added to the form or content of the application, or required by the licensing authority for the issuance of a permit or identification card, other than those that are specifically set forth in this chapter.
 
I feel bad for you. In PA, getting a concealed permit is easy- actually too easy. $19, three references and a background check and you are good to go. Honestly, the guy at the court house glanced at my three references. I probably could have had "Richard Nixon" written as one of them.


PA gun laws are generous. Maybe you should look into moving here. :)

Were you expecting courtesey, professionalism & knowledge of the laws in your dealings with the posers...uhh..powers that be in this state? This is new Jersey after all. :evil:
 
I am going to be moving to New Jersey soon for 4 months. I just got a summer job there. I was wanting to take at least one sidearm for protection in the apartment I will be staying at. I have checked www.packing.org and can't see anything wrong with bringing a pistol with me to keep me company. As long as I just take it to the apartment and leave it there, I guess you can't drive around with a gun in NJ. And as far as I could figure out there is nothing special I have to do like registering it or anything. I am not wanting to CC the W, but I just want something there with me in the apartment.

I wanted to see if there is anything I am missing?

The thing that has me worried is it sounds like NJ isn't very gun friendly.
Any help would be appreciated.

No hollow points, and no mags over 10. Probably a few more restrictions as well.

Because NJ passed legislation banning them. Most things that are illegal became so in such manner.

You mean, for what rational purpose? New Jersey doesn't have much of a history of passing rational legislation, so I guess it has something to do with that.

Hollow point components qualify you for conviction, too. Each one; imagine if you had a full box of XTPs or Gold Dots. The bullet need not be assembled and functional ammo.

Find another summer job, son! I don't know what you do, but,anyplace is better to do it, rather than New Jersey.:eek:

OK. HP are not illegal in NJ, just highly regulated. Keep them @ home or on the range. It's complicated.

Mags <= FIFTEEN are legal. 16+ = felony.

The bottom line is that if you are found outside your dwelling with a firearm, especially a handgun, and without a FID, your risk of arrest approaches 100%, depending on where you are.

The courts have held that "when dealing with guns a citizen acts at his own peril"...which means that NJ laws on posession of arms are complex and laden with traps, so you better go to school on them quick.
 
If you're only going to be there the summer leave your gun at home. If you really want it go somewhere else NJ is very gun unfriendly.
 
Blimp Captian: Get your Firearm ID Card. Without it you will spend a night in the local big house. Resident or not!! Trust me on this:cuss:
